   The first time the United Nations paid attention to Gypsies was in 1977, when the Subcommission on the Prevention of Discrimination and Protection of Minorities of the Economic and Social Council's Commission on Human Rights adopted a resolution on the protection of the Gypsies asking all states to accord equal rights to Roma (Gypsies). In 1991 the same subcommission noted that there was still discrimination against Gypsies, and so in 1992 the main Commission on Human Rights passed Resolution 65 on the Protection of Roma (Gypsies). This measure "invites States to adopt all appropriate measures in order to eliminate any form of discrimination against Roma (Gypsies)."
   Following the publication of its report Avoiding the Dependency Trap (2003), the UN has launched a new development program, under the directorship of Kalman Miszei, which aims to empower Roma in central and eastern Europe. The report underlined the fact that unemployment among Roma in eastern Europe averaged 40 percent and that it was 90 percent in some areas.
