World Bank
   As the countries of eastern Europe were moving toward accession to the European Union, the World Bank organized a conference in Budapest, Hungary, in 2003 under the title "Roma in an Expanding Europe: Challenges for the Future." The report Breaking the Poverty Cycle for the Roma was presented at the conference. James Wolfensohn, president of the World Bank, said, "Europe must not leave the Roma behind."
