International Union of the Roma of the Baltic States and the Commonwealth of Independent States
   The union was established at a conference in Smolensk, Russia, in early 2003. It links 32 Romany organizations throughout the region. Oleg Kozlovski was elected as chairperson but his appointment has not been recognized in all the states.
