Plowden Report

Plowden Report
   United Kingdom. Following an inquiry chaired by Lady Plowden, a report was published entitled Children and Their Primary Schools (1967). It found that Gypsies were "probably the most severely deprived children in the country." Lady Plowden was later to become president of the National Gypsy Education Council, set up to help Gypsy children obtain schooling.
