   (CLRAE)
   The CLRAE works as part of the Council of Europe. It was among the first international bodies to concern itself with Gypsies, though recently it has done little. In 1979 its Cultural Committee organized a hearing on the subject of the problems of populations of nomadic origin (Roma and Sami).
   In 1981 a "Resolution on the Role and Responsibility of Local and Regional Authorities in Regard to the Cultural and Social Problems of Populations of Nomadic Origin" (Resolution 125) contained a number of recommendations that were mainly directed at the Council of Europe and other bodies. They included the recognition by countries of the Romanies and the Sami as ethnic minorities and the provision of camping and housing facilities.
   In July 1991 a second hearing was held in Strasbourg, France, with representatives of Gypsy communities from 12 countries. One of the results of this hearing was the setting up of the Standing Conference for Cooperation and Coordination of Romani Associations in Europe.
   In 1993 the CLRAE passed a resolution specifically on the Gypsies. This was Resolution 249 on Gypsies in Europe, concerning the role and responsibility of local and regional authorities. It called on various authorities to integrate Gypsies into their local communities by providing camping sites and housing and to consider the possibility of launching a European Gypsy Route as part of the European Cultural Routes program.
   In October 2003 the CLRAE discussed the Romanies at its meeting in Rome. An earlier proposal to establish a network of municipalities with Gypsy populations was relaunched.
