Russia. Journalist and writer. With only a primary education, he translated Prosper Mérimée's Carmen and works by Aleksandr Pushkin into Romani. He worked as a journalist, first on a Russian newspaper and then on the Romani magazine Romani Zorya. He strove from 1924 on to persuade the Romanies to settle down and have an education. His writings include Buti i dzinaiben [Work and Knowledge; 1929] and Dzidi buti [Living Work; 1930]. Pankov taught in the Gypsy technical school in Moscow from 1933 to 1938.
