Pontifical Council for the Pastoral Care of Migrants and Itinerant Peoples
   Cardinal Hamao, president of the council, on 28 February 2006 issued a new document entitled Guidelines for the Pastoral Care of Gypsies. This recognizes their separate culture and the need to welcome them into the Catholic Church.
