In 1995 the Committee of Ministers of the Council of Europe decided to set up this group to advise the council. The seven original members of the group were Outi Ojala (Finland), Carmen Santiago Reyes (Spain), Josephine Verspaget (Netherlands), Catalin Zamfir (Romania), Milcho Dimitrov (Bulgaria), Claudio Marta (Italy), and An-drzej Mirga (Poland). The first meeting of the group was held in Strasbourg, France, in March 1996. The second meeting, in October 1996, considered human rights, among other topics. Two members of the group took part in a fact-finding mission to Bosnia under the auspices of the Council of Europe. The group has met some 20 times with housing, caravan sites, and health high on the agenda.
