United Kingdom. Est. 1970. Founded with a committee of Gypsy activists and non-Gypsy educationalists. Lady Plowden, author of the Plowden Report, was invited to be the patron of this body, and it was able to obtain substantial grants from charitable funds and the government. A program of education by volunteers was set up that continued for several years until local authorities gradually took over the work of teaching Gypsy children, whether they were living on official sites or still traveling. In 1988 the council split, with some members forming the Advisory Committee (later Council) for the Education of Romanies and Other Travellers. The National Gypsy Education Council later changed its name to the Gypsy Council for Education, Culture, Welfare and Civil Rights and finally the Gypsy Council.
