   (OSCE)
   The OSCE was set up at a meeting of the Great Powers in 1975 as the Conference on Security and Cooperation in Europe. Its present name and structure date from 1994. It has included Gypsy affairs in its meetings and other activities. In September 1995 it organized a hearing of 23 Gypsy women from all over Europe. During the meeting of the OSCE in Warsaw in October 1995, a workshop on networking was run for Romany associations.
   In November 2003 its Permanent Council published a detailed Action Plan on improving the situation of Roma and Sinti within the OSCE area. In December the OSCE Ministerial Council adopted the plan. It covers the police, mass media, housing, health, education, and other issues. A working group to develop the plan is chaired by Liviu Bota of Romania.
